to much free time on my hands, so decided to mess around with photoshop, and made this frame, 2 layers, one with the photo, another with the background white larger than the photo of course, then on the photo layer aplied 2 fx, stroke: the thin blue line around the photo mess with the controls you can make it larger smaller etc, and drop shadow, with the type tool added the text, its easy, try it on your photos and let me know.
